Judging that the first skill that shows is Shield of Force, an eye of the north skill, and there should be a whole lot of Nightfall skills, I'm going to guess that you don't own Nightfall? If you did then Armor of Sanctity would be the first skill that shows.
Would be easier to tell if you made that window just a liiiittle bit bigger so you could see more skills though As all Derv elites are Nightfall only, you'd need access to NF to get said skills. At least, that's what I think is going on in that picture. Not enough info to guess for sure \o_O/ |

Just checking but do you own nightfall campaign? If you don't own nightfall your not able to get the skill. I dunno if that's the case just checking.
Edit... already beaten to it but he does have 5k faction to use on skills. I am just assuming that he doesn't own the nightfall campaign. |

Doesn't matter. You'll have the skill, but when the trial ends it'll be locked and unusable, just like PvE skills in a PvP arena.

If you want to cap a skill from a dead boss you'll be needing a
Signet of Capture -> http://guildwars.wikia.com/wiki/Signet_of_Capture An elite tome is what you use in an outpost to get a skill you already have gotten on another character or unlocked in PvP play with Balthazar faction ->http://guildwars.wikia.com/wiki/Elite_Tome The guy you are talking to in the screen shot is not something you want when you play PvE. It's where you can exchange balthazar faction (you gain it with pvp play) to unlock stuff you can only use in pvp play. |

You need to be D/any or any/D to use a tome.
you need the skill unlocked by trading balthazar faction for it OR you need to buy it from a skill trainer or capture it using a sigent of capture. you wont be able to use the skill when your trail ends. |

You should post more screenshots on the assassin problem, because if you really do own Factions + Eye of the north, there could be a problem. |
